ABOUT ROSA TANFIELD

Rosa Tanfield is an experienced public service leader with a passion for delivering high-performing, people-focused frontline services. With a BSc (Hons) in Civil Engineering and over 15 years’ experience in local government, she brings a unique blend of strategic vision, operational know-how, commercial awareness, and an authentic commitment to communities.In 2025, Rosa was appointed Managing Director of Terra Verde Services (TVS), a wholly owned company of Epping Forest District Council, where she leads the delivery of key environmental services—including waste and recycling collections, and street cleansing. TVS is a mission-driven LATCo, operating with commercial discipline while delivering social and environmental value. Rosa is responsible for driving business performance, ensuring financial sustainability, securing service growth, and building strong client relationships—all while maintaining the public sector ethos of transparency, equity, and accountability.Prior to this, Rosa served as Head of Neighbourhood Services at Colchester City Council, where she led the transformation of frontline services including waste and recycling, street cleansing, enforcement, parks, countryside, and grounds maintenance.
