About Roger Hartley

Roger Hartley is Professor of Public and International Affairs and past Dean of the College of Public Affairs at the University of Baltimore-Maryland\'s only College devoted to public service. Professor Hartley is a Fellow of the National Academy of Public Administration, President Elect of the American Society of Public Administration, a leadership mentor for the Volcker Alliance Future Leaders of Schools of Public Service, and a partner in its NextGen Service Corps. He also served as National Chair of the Commission on Peer Review and Accreditation of NASPAA.The College leads in engaged, professional education in public service in an urban setting. Baltimore is our main campus with programs in the DC area and online. The University has been rated #1 in Maryland and 45th nationally in Social Mobility.CPA has 3 schools, 4 Centers, 12 degree programs, 8 graduate certificates and over 700 students. These include the Schools of Criminal Justice, Public and International Affairs, and Health and Human Services. The Schaefer Center for Public Policy, the Center for Public Safety Innovation, Center for Advancing Prevention Excellence, and Center for Justice Impacted Students all help solve national and regional policy problems and provide additional engagement.Hartley has taught public administration, criminal justice and political science at the University of Arizona, Western Carolina University, Roanoke College in Virginia and in the CUNY system.Research: judicial independence, judicial selection, intergovernmental relations, court budget politics, and trial court reform. Recent work analyzes court intergovernmental relations, drug courts, and Pay to Play laws.Hartley is an award winning teacher earning awards at several universities. He teaches MPA courses like Public Administration, Methods, Conflict Management, and Capstone. At the undergrad level, American Government, Judicial Process, Conflict, and Law and Public Policy.Hartley\'s additional current and past professional service includes ASPA Development Committee, Executive Council of NASPAA, 2017 Conference Chair of NASPAA, Board Member of Live Baltimore, Maryland 211, United Way of Asheville, and several Advisory boards. He has consulted with state courts. He serves on the National Center for State Courts Research Council and served on a Planning Committee on Merit Selection for Justice At Stake, the Pima County Commission on Trial Court Appointments and the Arizona Supreme Court\'s Board of Legal Document Preparers. He also served on several Judicial Performance committees.
