ABOUT RODGER MCKINLEY

I am an experienced engineering professional with more than 30 years experience tackling complex design and/or construction assignments. My entire design and construction experience has been in mission critical infrastructure that cannot experience any significant downtime, such as water treatment and pumping, sewage treatment, pulp and paper facilities, and now heavy rail transit. Most projects involve the need to rehabilitate and/or replace aging infrastructure in situ, within working facilities that operate around the clock, 7 days a week. Work typically involves complicated phasing with the objective of achieving construction progress and minimizing impact on Operations. Working in heavy rail transit has proven to be especially challenging as it takes place in a highly constrained and regulated operating environment, and the need to ensure minimal to zero risk to the riding public. My longitudinal involvement in most projects has been cradle-to-grave, including; • business case, budgeting and financial forecasting and approvals, procurement strategy, • conceptual design, predesign, detailed design, constructability and staging • tendering and award, • construction, scheduling and project controls, commissioning, integration, handover to operations. I have functioned in numerous capacities throughout my career, and have acquired a range of different perspectives, experience, and knowledge. Over the past 30+ years, I have been a; • Partner and design engineer in a large consultant firm, • Construction Contract Administrator, • Commissioning Engineer, • Senior Project Manager, and • Owner’s representative, and can bring broad knowledge and experiences to any assignment.
