   Led strategic planning, expansion, and execution of multi-state digital equity and workforce development programs serving underserved rural, tribal and re-entry communities across Colorado, North Carolina, Kentucky, Oklahoma, and Indiana.• Directed Phase II expansion of the Equity & Empowerment Hubs, scaling staffing, partnerships, operations, and funding pipelines across multiple regions.• Oversaw full program lifecycle including program design, budgeting, grant compliance, reporting, vendor management, evaluation, and continuous improvement.• Built and sustained partnerships with tribal communities and agencies, housing authorities, workforce agencies, correctional institutions, re-entry organizations, municipalities, nonprofits, and technology vendors.• Led early-stage expansion strategy and stakeholder engagement in Oklahoma and Indiana, building partnerships with tribal leadership, county officials, correctional facilities, re-entry organizations, workforce agencies, and regional nonprofits to assess feasibility, funding pathways, and regional readiness.• Designed and led justice-involved workforce re-entry program models, integrating digital literacy, workforce training, mentorship, and wraparound support services.• Served as primary grant strategist and author, personally writing or co-authoring the majority of organizational funding proposals.• Developed full grant packages including program narratives, budgets, budget narratives, financial models, logic models, implementation plans, evaluation frameworks, and compliance documentation.• Designed funding strategies aligned with federal, state, and philanthropic priorities, supporting digital equity, workforce development, broadband access, re-entry, and community resilience initiatives.• Directed cross-functional teams of project managers, trainers, contractors, vendors, and community partners across multiple states.
