   The U.S. Department of Agriculture (USDA) Rural Development Agency serves rural communities throughout the country by investing in their communities through housing and utility infrastructure, by increasing economic opportunity, and by improving the quality of life for all rural Americans. • Responsible for providing expertise and leadership in the nationwide program development, administration and evaluation of the RUS Telecom Program. • Coordinate with the Deputy Assistant Administrator on the development, coordination and execution of overall plans, policies and procedures for carrying out Telecom program activities. • Provide senior level leadership and project management for the Telecom Program functional areas as assigned. • Interface as a liaison with other Rural Development services to ensure assigned projects receive the review and coordination essential to meet Departmental objectives. • Provide support and coordination activities to resolve major policy issues, and renders advice and assistance in the administration of operating guidelines, coordination of program efforts with other internal Rural Development component services, and in communicating program policies and priorities. • Lead the Telecom Program performance management & reporting function. Prepare comprehensive recommendations regarding development & modification of program performance policies & procedures for operational efficiency. • Serve as the marketing, communications, and outreach coordinator for all Telecom programs. Manages the Telecom Program\'s outreach efforts at headquarters and in the field, approving all outreach policies, procedures and activities. • Serve as the Contracting Officer’s Representative (COR) for outreach elements of contracts. Assists with development of the Statement of Work (SOW) and Review of Proposals for contracts concerning the performance of outreach duties.
