   Shared services manager, responsible for 180 software development engineers. Responsibilities included project assignment, ongoing development training, certification, hiring and retention. Technology stack included J2EE, SpringMVC, Java.NET, and numerous front end UI stacks. • Assisted in the implementation of Contract-to-Hire program resulting in over 20 hires reducing turnover rate by hiring quality up front. Implemented standardized job descriptions, phone screen best practices, and technical interviews with the implementation of follow-on technical interviews and suggested questions in an interview question bank.• Converted nearly 40 individuals from Contract to Full Time Employment, providing Maximus a long term work force, improving overall stability.• As an additional responsibility, project manager for Oracle to PostgreSQL Proof of Concept for Enrollment Broker. Worked to migrate existing application into Postgres running on AWS, EC2 instances. This included a data definition update, data migration, and a significant update to the persistence layer. Followed through with full user acceptance testing and performance testing.
