ABOUT ROBERT WEIR

Subcontracts leader with over a decade of experience supporting DoD programs across classified and unclassified environments. I specialize in FAR/DFARS-compliant procurement, supplier risk management, and audit-ready execution.Currently serving as the Subcontracts Manager at L3Harris Telemetry & Radio Frequency (T & RF), I lead cross-functional teams spanning Subcontracts, Material Estimating, and Compliance. I am responsible for buyer and supplier compliance to Government requirements, maintaining policies and procedures and leading a team of buyers and material estimators. At T & RF I established the site’s compliance function and actively support Program, Contractual and Supply Chain actions.I\'m well versed in providing training and career development to all direct reports, and have successfully trained buyers and engineers across multiple sites. These efforts supported the successful continuation of T & RF’s approved purchasing system through the 2025 CPSR Review.My leadership approach is rooted in structure, accountability, and transparency. I manage and develop teams through clear expectations, actionable metrics, and regular communication cadences, while partnering closely with Engineering, Program Management, Finance, Quality, Security, and Legal to resolve internal and external issues (technical, contractual, schedule, supplier). I lead supplier engagements through delivery, including critical follow-on awards for multi-million-dollar programs.I emphasize the need for documentation so that I can keep my leadership team informed to make data-driven decisions. I\'m always focused on driving open actions to closure through supplier coordination, developing structured action plans, taking trips for in-person negotiations and basically anything that the program needs from Subcontracts to be successful. I take pride in developing talent, strengthening team engagement and building processes that enable both compliance and deliveries in a fast-paced defense environment.
