   Major Accomplishments in this role: • Developed and refined Standard Operating Procedures and corresponding Desktop Procedures for Above Threshold Reprogramming (ATR) on a compressed timeline and in collaboration with additional subcontractor support. • Revised several disparate desktop procedures for opening and closing FY’s within Navy ERP into a common format that can be utilized by different experience levels. • Developed, revised, and implemented a Corrective Action Plan (CAP) addressing Notice of Findings (NFR) for an end to end Funds Receipt and Distribution Process Cycle Memorandum (FRD PCM). Implementation included several process revisions to the FRD PCM, inclusion of Budget Submitting Offices (BSO), development of new control points, and revised Risk Control Matrix (RCM). • Collaborated with DoN stakeholders to develop a Non-Expenditure Transfer (NET) SOP to clear an NFR received during 2020 DoN audit. • Collaborated with DoN stakeholders to develop future state PCM for Reimbursable Work Orders (RWO) that include full implementation of G-Invoicing, and integration with several Navy financial management systems. • Developed and refined minimum viable product (MVP) solution and strategy for implementing commercial performance management (CPM) software to enhance the legacy POM Process for the Chief Digital Transformation Officer (CDTO). • Advised CDTO on multiple commercial planning and budgeting software suites such as OneStream XF, IBM Planning Analytics, and Oracle Hyperion for implementation of a digital POM proof of concept pilot. • Led the development and refinement of all DTO requirements for the POM-23 cycle including justifications and narratives, program costs, and total funding needs for the entire future years defense plan (FYDP). • Led the development of narrative and justifications for FY21 unfunded requirements in collaboration with government client.
