As a Senior Contract Specialist, I conduct market research, review specifications and statements of work, and approve acquisition milestone plans. Ensure that specifications and statements of work accurately describe the Government\'s requirements without restricting competition. Advise technical personnel on addressing inadequate, ambiguous, or vague specifications to mitigate potential liabilities. Review sole-source requirements and perform market analyses to challenge noncompetitive assumptions, selecting appropriate procurement methods such as simplified acquisition procedures, sealed bidding, or negotiations.Prepare and advertise solicitations using agency contract writing systems, ensuring full compliance with legal and regulatory standards while promoting maximum competition. Conduct public bid openings, review bids, and determine the responsiveness and responsibility of the lowest bidder in line with regulatory requirements. Administer contracts, lead post-award conferences to clarify contract provisions, and negotiate necessary contract modifications to protect the agency. Resolve issues related to delivery, quality, production, and other contract matters.Perform cost and price analysis on change orders and manage contract payments through the VA Online Certification system, overseeing partial, progress, and final payments. Establish the Government\'s position in disputes and issue final decisions with the Contracting Officer. Upon completion, close out contracts, resolve conflicts, finalize payments, and secure releases of claims. Also fully utilize contract management, reporting, financial management, and prosthetics systems in accordance with agency policies.Serve as the point of contact for Special Projects within the Electronic Health Record Modernization (EHRM) at Networking Contracting Office 9 (NCO 9) and regularly research and prepare Congressional Notifications.
