About Robert Camilleri
As a strategic federal executive with over 24 years of supervisory experience and 10+ years in senior leadership at USAID, I’ve led multidisciplinary teams in delivering high-impact foreign assistance programs across Europe and Eurasia. From shaping regional policy to overseeing billion-dollar initiatives, my career has centered on driving global development, strengthening democratic governance, and coordinating interagency strategies that create measurable outcomes.I currently serve as Supervisory Regional Economist at USAID, where I lead analytics and monitoring efforts that inform mission priorities and policy alignment. My work has included launching region-wide indices such as the Malign Influence Resilience Index and the EU accession tracker- now adopted by nine missions- and managing a $250M public-private initiative under the AGRI-Ukraine program.Previously, I served as Deputy Director and Director within USAID’s Technical Support Office, overseeing strategic planning, budget execution, and program design for portfolios exceeding $2B. My leadership helped scale operations, modernize internal systems, and expand U.S. diplomatic presence- most notably in Albania and Ukraine. I’ve also represented USAID at the National Security Council and held procurement oversight responsibilities for major U.S. government investments. My core competencies include:• Program Design & Evaluation• Strategic & Operational Leadership• Budget Planning & Execution• Interagency & International Relations• Monitoring & Performance Reporting• Procurement & Contract ManagementWith a Ph.D. in History and advanced degrees in management and political science, I bring a unique blend of analytical depth and operational insight. I’m driven by a passion for effective governance, cross-sector collaboration, and delivering scalable solutions to complex global challenges. If you\'re looking to connect around development strategy, interagency cooperation, or leadership in global assistance programs- I welcome the opportunity to connect.
