   Governance Directed IT department strategy, vision, and IT organizational development and ensured alignment to the County’s strategy. Established a three-year IT staffing strategy (employee and contractors) to grow from 100 to 130+ FTE department. Redefined departmental and County IT policies and procedures to increase service capabilities and provide improved performance metric tracking and reporting. For a $23M annual budget, transformed poor performing IT budget and forecasting processes. Established new, dedicated IT financial analysis positions and processes. Empowered IT managers and staff with proper tools and accountabilities, allowing the department to close a $1M+ budget gap, to operate in a political environment, and to identify new funding sources. Implemented IT manager and staff training programs to align services to ITILv4 and to improve customer service. Coordinated the department’s submissions to the County Board and committees. Presented to County Supervisors in the areas of budget requests, staffing needs, project status, and audit remediation. Business Solutions Directed a team of 10 business analysts to deliver value-add technology solutions to 40+ County departments in the areas of public safety, emergency management, health and human services, behavioral services, courts, transportation, parks, zoo, administration, and other departments. Developed and launched a $10.5M digital transformation strategy and projects via American Rescue Plan Act (ARPA) funds to increase revenues and reduce operational costs. Fostered innovation programs to integrate departments outside the County’s central IT function. Rebuilt and improved outdated technology solutioning, strategy, requirements gathering, and road mapping processes.
