Mr. Richard’s 26 years as a construction professional include public works, federal, and multi-family project management, superintendent direction, safety adherence, QA/QC services, project coordination, procurement, BIE inspections, estimating, pre-construction site and drawing constructability review, and employee management. Current position Traveling BIE/VCI Construction Inspector: Bureau of Indian Education – Construction Management Inspection Services. Conduct inspections at more than 183 Bureau of Indian Education school sites and supporting facilities nationwide. Serve as part of the VCI team, which includes multiple inspectors, data analysts, and project controls specialists. Responsibilities include: • Traveling extensively throughout the U.S. via driving and flying to conduct inspections on various operations and maintenance tasks. • Performing onsite inspections and documenting the status of current work orders to verify completion percentages. • Developing Independent Government Construction Estimates (IGCE) for Statements of Work (SOW) as needed. • Uploading documentation via Maximo input system Superintendent duties for Burton Construction, based out of Spokane Washington, included running several projects at Walla Walla Community College and Washington State Prison. Including infrastructure HVAC/Heating upgrades, new Dome ADA Walkway, and demolition of an existing building on campus. Additional activities include installing DME (Distance Measuring Equipment) for the FAA in CA. Opened a general contracting business in 2012 and worked as a superintendent for a past employer Regency NW, coordinating a 1.2m remodel for Boulevard Park Library. This project finished in April 2019. Worked as an assistant superintendent for Stratford Constructors/Chateau Retirement on a large, assisted living project, Chateau St Laurent in Bothell, Washington. Past work also included projects for a public works contractor. Projects included a state-of-the-art electronics teaching lab for Lake Washington Technical College ($1.2 million), a 2 phased student services renovation of sq ft. for North Seattle Community College ($1.5 million) that included new office spaces and a new Tully’s espresso area, implementing an automated patron book return system for the Federal Way King County Library, a neurology lab for the University of Washington Research and Training Department, a four phased renovation project for the Radiology Department at Harborview Medical Center, a wheelchair lift for the Everett County Health Department.
