Mr. Harness has more than 30 years of experience in managing projects associated with wildlife and energy facilities. His specific areas of strength are in wildlife-utility interactions including power line electrocutions and bird collisions. He has completed over 120 Avian Protection Plans from Alaska to Florida developing plans for Investor Owned Utilities, Electric Cooperatives, Municipalities, the U.S. Fish and Wildlife Service, and Military Bases. He also has worked on these issues in Hungary, India, Israel, Mexico, Mongolia, Pakistan, Russia, and South Africa. He is also a contributing author to “Suggested Practices for Avian Protection on Power Lines: The State of the Art in 2006.”Mr. Harness has assisted electric utilities in NEPA permitting and compliance for linear projects for over 30 years. He has experience both with routing studies and preparing NEPA documents (e.g, Environmental Assessments, Borrowers Reports) for transmission lines. He also has experience permitting utility projects on Tribal lands. Mr. Harness routinely assists utilities with Federal Migratory Bird Treaty Act (MBTA) permitting issues and assesses bird collision risks for transmission lines. He also addresses bird collision risks with communication towers and wind energy facilities. Additional energy projects involve identifying and resolving animal-caused outages in electrical substations.Mr. Harness has authored over 80 papers and given over 200 presentations on his research related to environmental implications associated with utility structures. He has served as a guest lecturer at Colorado State University, the Colorado Mesa Hot Line School, and at annual profession meetings and trade shows, providing guidance on animal interactions with utility structures. He is a past Board Member of the Raptor Research Foundation and a member of the The Wildlife Society.
