Rick Garlipp is a seasoned behavioral health executive with deep expertise in regulatory compliance, performance improvement, and quality assurance across a full continuum of mental health and substance use treatment services. Beginning his career in 2008 in direct care - including inpatient psychiatry, adult mental health partial care, and mobile crisis services for youth - Rick transitioned into administrative leadership, where he became known for driving survey readiness, licensing, incident management systems, and policy development across outpatient and residential care environments.As Vice President of Operations at Arrow Consulting, Rick leads and oversees a team on wide ranging efforts, including compliance and accreditation for new and existing behavioral health programs, ensuring facilities meet Joint Commission standards and state licensing requirements. His background includes oversight of more than 250 residential beds, management of high-risk regulatory issues, and development of centralized QA/ QI programs.Rick’s natural strengths lie in evaluating complex situations with sound judgment and offering hands-on support to help teams succeed. He excels at identifying when something isn’t working and guiding others toward practical, effective solutions.
