The City of Cape Coral operates under a Council-Manager form of government, guided by the principles outlined in the City\'s Charter, akin to a constitution. In this governance model, the Mayor and Council appoint a City Manager, who assumes the role of the chief administrative officer. The City Manager oversees, directs, and coordinates various departments within City Hall, taking charge of budget preparation for Council deliberation and presenting reports and recommendations. Residents elect a Mayor and seven Council Members, with council members qualifying in their respective districts but being elected at large. Elected members must reside in their district and have maintained continuous full-time residency in the city for the entire year preceding their qualification for office. All elections are non-partisan, with terms lasting four years, and members restricted to two consecutive terms.
