About Richard Perucca
Leading other leaders is hard work and doesn\'t come with an instruction manual. Like most challenges, finally figuring it out is incredibly rewarding! Like most creative people, I enjoy solving problems. Serving my organization, team, and customers as a Program Manager allows me the opportunity to apply my past experiences as an Intelligence Analyst, Data Flow Engineer, System Architect, and System Engineer towards innovative problem solving of people, cost, business, and technical challenges. Working with contracts, finance, and other support teams has led to our teams\' securing proposals, establishing teaming agreements, and finalizing rate structure for various project sizes, with contracts totaling over $200+ million dollars. I\'ve held many roles (Program Manager, Product Development Director, Product Owner, System Architect, Business Unit Vice President), but I find that titles often impede innovation and open dialog and just like to be called Rick:)

Program Manager for a portfolio of large contracts (CPAF/CPFF/completion) supporting MPO Capabilities and Operations, with one contract totaling ~200 FTEs- Responsible for the successful cost, schedule, and performance of the CPAF contract over its 5-year lifecycle- Fully staffed two new contract awards under requested timeline, while creating operations structure of how the people and work would be managed- Grew both contracts, with the first growing 25% in the first 4 months and the second doubling to over 75 FTEs in the first year, then to 175 FTEs in the second year- Serves as the main point of contact for government contract and senior technical personnel- Directly manages program cost overruns, estimation and tracking of schedules, contract performance management, risk management, requirements analysis, and quality assurance activities- Established the personnel and leadership training program to instruct the workforce on organizational culture, acceptable norms, and how internal conflict will be resolved- Performed conflict resolution and counseling of the workforce, ensuring team remained at heightened state of readiness. Most counseling and coaching resulted in a positive outcome, with the retainment of staff likely- Ensures proper performance of tasks necessary to ensure the most efficient and effective execution of the contract by installing Agile practices to the team- Excellent communicator, capable of delegating tasks and authority to technical staff during program reporting and execution- Serves as a corporate business development and capture management executive, responsible for B&P budgets, schedules, personnel management, and technical delivery of prototypes and other technical documentation- Ensures proper data collection across all teammates to include staffing and key staffing allocations, rates, and all contractual paperwork required for successful management in the generation of compliant proposals.
