About Richard Mullins
With a diverse background in various aspects of project management and quality control in the oil, gas, and renewables industry, I have developed a wide range of skills and expertise. I have a strong focus on safety, as well as a deep understanding of environmental regulations and best practices. I am skilled in survey work, material inspection, and right-of-way (ROW) acquisition, and have experience with excavation, welding, coating, and backfill processes. I am proficient in ensuring compliance with non-destructive testing (NDE) standards and have experience with film interpretation and pressure testing. I am also a member of audit teams for the Department of Transportation (DOT) and the Pipeline and Hazardous Materials Safety Administration (PHMSA) and has experience working with ASME code for boilers, pressure vessels, and R-Stamp projects. In addition to contractor quality management experience, including leading turnaround inspections, creating and revising ASME and QA/QC manuals, implementing document controls and quality plans, training coordinators, and supervising quality personnel, I am also having experience in pipeline construction management, including estimating, cost control, project management, and serving as a customer technical representative. I have also completed ammonia refrigeration inspections.
