About Richard Mullinax

I have more than 30 years of experience with transportation projects where my responsibilities have included all facets of traffic engineering design, operation, maintenance, construction, and administration on roadway infrastructure improvement projects. I am currently a member of the Mott MacDonald team where I provide expertise in the design, engineering, specifications, and estimating for traffic signal and highway-rail grade crossing signal related improvements. Prior, I was NCDOT’s Rail Signals Manager where I was responsible for overseeing highway-rail, grade crossing safety programs and projects along the State’s highway system. I have also served as NCDOT’s Signals and Geometrics Engineer where I oversaw the traffic signal department responsible for the civil engineering components of traffic signal design and operation. Throughout my career, I have managed multiple statewide projects and initiatives involving traffic control signals and highway-rail, grade crossing signals. As an experienced traffic engineer, I have vast knowledge and expertise in the practices, principles, and applications of the “Manual on Uniform Traffic Control Devices” with a heavy emphasis on Section 4 – Highway Traffic Signals, and Section 8 – Traffic Control for Railroad and Light Rail Transit Grade Crossing. In addition, my experience includes reviewing traffic impact studies, conducting road safety audits, and facilitating various civil engineering disciplines necessary for the completion projects.

    Provide project management support to clients in all phases of complex and challenging traffic signal and highway-rail safety projects from the studies/evaluations phase and concept development through project programming to final engineering and construction of safety improvements. Projects include but are not limited to: rail corridor crossing safety evaluations and diagnostics, inspections of and calculations for traffic signal preemption at interconnected highway/rail crossings and fixed guideway transit operations, crossing consolidation and closure projects, implementation of recommended crossing and rail safety improvement projects, support of new technology initiatives, review and comment on rail transit system plans involving crossings, and other projects to remove highway-rail conflicts and improve safety. Project elements include, but are not limited to coordination, and review of engineering studies/evaluations/analyses, preparation of preliminary and final design plans for implementation of assigned safety projects, participation in public workshops or meetings, write specifications, develop estimates, and all work related to client crossing signalization and safety initiatives and goals.
