About Richard Mulcahy
With a B.S. in Civil Engineering from Northeastern University, a Professional Engineer (P.E.) Civil License, and over 16 years of engineering experience, Richard brings a wide range of skills, expertise, certifications, awards, and hundreds of professional connections to the table. He began his career at the Massachusetts Department of Transportation (MassDOT) Research and Materials Section in December of 2009, and was assigned to the cement, concrete, and aggregate testing laboratories. Richard was then placed in the Field Control Unit, where he was exposed to all aspects of highway construction at jobsites and production, manufacturing, and fabrication facilities. In 2019, he assumed the role of Materials Field Control Engineer, where he managed a team of civil engineers, precast/prestressed concrete consultant inspectors, and field technicians. More recently, in December 2023, Richard was awarded the role of MassDOT Materials Research and Evaluation Engineer, where he continues to develop standard specifications, lead research projects, co-author published research, present engineering concepts at conferences, participate in engineering organizations, manage the concrete mix design approval program, and provide technical support at both a state and national level. With a passion for cement concrete and related materials, his research interests include cementitious materials, alternative materials for use in concrete, alkali activated concrete, low carbon concrete, geopolymer concrete, concrete mix design optimization, concrete durability, ultra-high performance concrete, fiber reinforced concrete, alkali silica reaction, iron sulfide reaction, and concrete workmanship best practices. Richard has been awarded several honors over the course of his career, including the MassDOT Leadership-Integrity-Dedication Award (2013, 2025), Finalist for the Stephen T. O’Donnel “Can Do” Award (2020), Performance Recognition Citations (2020, 2021, 2023), and AASHTO Research Advisory Committee Supplemental Award (2023).
