Richard is experienced in conducting transportation project route studies, identifying jurisdictional features and associated permit requirements, preparing environmental assessments, performing wetlands and waters delineations, performing threatened and endangered species and habitat surveys, developing and implementing mitigation plans for wetlands and critical habitat, conducting environmental site assessments and subsurface investigations for real-estate acquisitions, preparing stormwater pollution prevention plans, and floodplain development planning. Real-world comprehensive compliance strategies, effective public representation, and efficient agency negotiations are valuable tools that Richard contributed to his project teams. He has successfully coordinated with federal, state, and local regulatory agencies and several city governments, including Mont Belvieu, Texas and Port Arthur, Texas. Examples of permits and determinations obtained include: BLM EAs, USACE and the USDA NRCS Wetlands and Waters Jurisdictional Determinations, USACE Section 404 and Section 10 permits, NPDES Stormwater Permits, Louisiana Department of Natural Resources - Office of Coastal Management Coastal Use Permits, and The Railroad Commission of Texas Hydrostatic Test Water Discharge Permits.
