ABOUT RICH LILLARD

I’m a licensed psychologist and health systems executive with 20+ years at the intersection of clinical leadership, managed care strategy, and operational performance.Currently, I lead behavioral health services for HealthyBlue (Elevance Health) across Missouri and Kansas — overseeing two multi-billion-dollar Medicaid markets, generating in excess of $2M in annual cost savings, improving HEDIS performance year-over-year, and helping secure a competitive state contract through a direct oral RFP presentation to state officials.I recently completed an MBA to sharpen the financial, operational, and strategic fluency that complements my clinical depth — because the roles I’m targeting require both. I bring something most executives in this space don’t: 20 years of clinical credibility and the business acumen to run a health plan, lead an FQHC, or drive system-level transformation.Earlier in my career, I built Missouri’s model integrated behavioral health program at an FQHC — recognized statewide and replicated by other centers. I spent five years on the expert panel for Missouri’s first Project ECHO telehealth initiative and served as a statewide behavioral health integration advisor to FQHCs across the state.I’m open to my next chapter: Vice President of Behavioral Health, Chief Behavioral Health Officer, Health Plan President, or CEO of an FQHC or integrated health system — roles where clinical credibility, executive strategy, and mission-driven leadership converge.Let’s connect!
