Performs a variety of analytical tasks in recruitment, testing and selection, classification, and compensation- Conducts job analysis, organizes recruitment activities, evaluates employment applications, develops and administers selection devices, analyzes results, recommends passing scores, in order to provide well-qualified candidates to hiring departments- Conducts compensation and classification analysis and makes recommendations regarding the appropriateness of salaries and allocation of positions within the classification system; evaluates the appropriateness of organizational structures; prepares position adjustment resolutions and board orders for the Board of Supervisors agenda- Conducts research and develops plans to implement career ladders and employee development programs; analyzes skill gaps to support workforce and succession planning efforts- Conducts and analyzes employee experience surveys; makes recommendations to improve workplace culture; facilitates workplace improvement processes- Prepares detailed analytical reports documenting classification and examination related decisions and analysis; may draft response to appeals- Interprets Personnel Rules, Memoranda of Understanding (MOUs) and other applicable County, State or Federal regulations; provides advice and guidance to departments- At the request of Labor Relations may provide data and/or information on classification(s) and/or recruitment process, respond to Request for Information and employee(s) appeal(s); participate on Meet & Discuss union meetings, grievance proceedings, etc- Designs and implements outreach recruitment programs to recruit, hire and retain highly qualified candidates- Assists in the formulation of new personnel policies, procedures and practices- Reviews proposed personnel transactions- Develops, and presents training on citywide policy, procedures, and human resources issues.
