ABOUT REGINA SPEED-BOST

For over 30 years, I have developed an understanding of regulation and the ability to translate business objectives to regulators. I concentrate on matters related to federal and state energy law and regulation, including but not limited to- State and local rate regulation- Natural Gas/Electric Coordination Issues- Compliance with FERC rules, regulations and governing statutes- The interpretation of FERC\'s Enforcement Authority- Negotiations and investigations pursuant to FERC\'s Enforcement Authority- The operation of regional transmission organizations- Tariff compliance and operations- Standards of conduct compliance; and - The full spectrum of FERC gas and electric jurisdiction-Renewable Energy Regulation.Energy law allows me to be creative and a problem solver. The area is always changing. Analyzing the implications of a new rulemaking or figuring out how to translate a company’s business objectives to federal or state regulators requires ingenuity and creativity. That’s what I bring to the table. My goal is to keep energy organizations ahead of the regulatory curve.I am invigorated by helping others chart a course that gets them to their goals, especially when they are confronted with seemingly insurmountable challenges. Excellence and integrity are parts of my personal credo and I bring these attributes to everything I do. Specialties: Energy law with expertise covering natural gas and electric issues at the wholesale (Federal) and retail (state) levels encompassing: transportation and distribution; transmission and generation; litigation; negotiations and settlements; enforcement; compliance; codes of conduct; standards of conduct; mergers; market power; rates; and tariffs.
