ABOUT REBECCA WETZLER

Mitigation Planning, Various Counties in Pennsylvania. Overseeing the team completing County hazard mitigation plans for hundreds of municipalities and encouraging best practices and innovation. Includes outreach and virtual coordination, assessing risk, facilitating discussion around mitigation activities and strategy, and looking at implementation and opportunities to publicize next steps. As part of the Community Engagement and Risk Communication contract, Rebecca manages projects focused on shifting the conversation about risk and helping FEMA provide communities with the tools they need to become more resilient. Prior to Michael Baker International, Rebecca’s work as a Senior Analyst with TRA included policy, operational, and technical collaboration to resolve transit agency presented challenges. Her portfolio includes bus, streetcar, funicular, subway, and light rail, working with the NTSB, FTA, and TSA while in the state safety oversight capacity. Her experience includes developing and participating in emergency exercises, reviewing and auditing security and emergency preparedness plans and procedures, and working with transit agencies to identify their threats, vulnerabilities, and opportunities for improvement as well as developing and/or auditing operations and maintenance plans, SOPs, project schedules, providing guidance on safety and security, and ultimately helping the projects start safely, securely, and on-time. While at Philly OEM, Rebecca developed Citywide Emergency Operating Procedures, created an index of sheltering facilities and led the regional task force Human Services Workgroup. She regularly coordinated with constituents, vendors, equipment managers, counties, and agencies as needed to plan, train, exercise, and purchase resources to improve resiliency in the region. She was also one of four delegates from PA to the NYC Emergency Operations Center to assist with recovery after Superstorm Sandy. Her interest continues to be the interface between safety, health, and planning, and the opportunities for the built environment to nurture its residents.
