ABOUT REBECCA SCARBROUGH
Rebecca “Bex” Scarbrough joined FEMA in 2020 and served the Logistics Systems Division, Logistics Management Directorate, within the Office of Response and Recovery. Ms. Scarbrough was responsible for providing support in maintaining, managing, and modernizing FEMA’s Logistics Supply Chain Management System which is responsible for supporting FEMA’s distribution center facilities and logistics operations. Ms. Scarbrough has helped lead response efforts to over 100 presidentially declared Stafford Act events. Ms. Scarbrough’ s efforts with the Logistics Systems Division have resulted in enhanced system representation, investment gains, and increased user capacity across the Enterprise. At the end of 2024, Ms. Scarbrough concluded a 10 month detail with FEMA\'s Office of the Administrator serving in the role of Senior Advisor to Deputy Administrator. In 2025, Rebecca began serving in the newly established role of Resource Capability Branch Director within FEMA Operations\' National Response Coordination Branch. Prior to joining FEMA, Ms. Scarbrough’ s experiences combine a unique blend of international development work administering and implementing global health and community development programming and policy through the United States Agency for International Development, The United States Peace Corps, the United States Embassy of the Philippines, and the Foundation for International Medical Relief of Children. Ms. Scarbrough is driven by complex challenges and fosters building bridges for results by cultivating and maintaining relationships. She brings well-polished multi-lateral communication skills and an attunement to building cohesive and trusting teams through inclusive engagement. Ms. Scarbrough embodies principles of servant leadership and dedication to the FEMA mission. Ms. Scarbrough holds a Bachelor of Science in Communications from Old Dominion University, Norfolk, Virginia, and a Master of Arts in International Development and Policy from the School for International Training, Brattleboro, Vermont.
