About Rasmi Ranjan Das

Rasmi Ranjan Das is Senior Economist in the Tax Policy Division at International Monetary Fund, Washington DC. In this role, he contributes and plays a critical role in design and delivery of technical assitance and capacity development programs in tax policy for member countries of the IMF. He also contributes to the analytical work at the IMF. Before this, as a Member of Indian Revenue Service, Rasmi has more than 30 years of experience in policy making and implementation of direct tax laws in India. He has served as the Competent Authority of India for tax treaty negotiation, exchange of information and resolution of BAPA and MAP cases for countries in North America and Europe. He represented India in the G-20/BEPS/Inclusive Framework and was Member of its Steering Group during 20••••24. He was also a member of United Nation Committee of Tax Experts during 20••••25. Rasmi holds a Post Graduate Degree in Public Policy and Management from Indian Institute of Management, Bangalore, and a Post Graduate degree in International Relations from Jawaharlal Nehru University, Delhi. He has authored papers on subjects like whether value creation is relevant for allocation of taxing rights; on gradual loss of authority of AoA on attribution of profit to Permanent Establishment; and whether QDMTT is right for developing countries.     As Senior Economist in Tax Policy Division in Fiscal Affairs Department of IMF, I contribute and play an active role in the IMF\'s delivery of capacity development in tax policy to its members in Western Hemisphere, non-francophone Africa, and the Asia-Pacific region, as well as in contributing to the analytical work in the Fund. The responsibility also includes preparing internal policy papers, responding to queries from member countries and elsewhere in the Fund, liaise with other international institutions who provide capacity building and contributing to external conferences and workshops and engage with civil society and industry on tax policy issues.
