About Raquel Buckley

I serve as Senior Patent Counsel and Head of Business Unit Engagement at PayPal, Inc. prosecuting patents, communicating with outside counsel, and meeting with engineers to grow and develop the IP portfolio. I also work closely with engineers, management, and the leadership team, to ensure project and products receive adequate IP protection.I have 10 years of engineering experience in industry and academia. I hold a Ph.D. in Electrical Engineering from The University of Texas at Austin and a master\'s degree from the California Institute of Technology. My industry experience includes various aspects of engineering spanning from device test to advance research and algorithm development in wireless communications acquired both in-house and as an engineer at semiconductor companies and laboratories such as Motorola, IBM and Brookhaven National Labs. Prior to being a Patent Attorney, I was part of the Litigation, Licensing and Patents Group of Intel Corporation’s Legal Department where I provided a wide range of services in support of Intel’s Patent Strategy and Analysis Team related to technology acquisitions and patent litigation. Fluent in Spanish, I have experience in communicating with Spanish speaking clients and drafting/translating various legal documents into and from Spanish. I was the official translator for a Federal Mexican/U.S. trans-boundary litigation case which included translating relevant portions of the Mexican Civil Code.
