ABOUT RAPHAEL VON MÜLLER
I am a highly experienced professional in IT Consulting, system integration and Managed IT Services. I have specialized since +8 years in public sector digitalization, having my areas of expertise in IT Program- & IT-Project Management (based on Prince2 & Prince2 Agile), IT Service Management (based on ITIL 4), Requirements Engineering (based on IREB and CARS) and the Product Owner role (based on Scrum, Nexus & SAFe). More specifically regarding public sector digitalization in Germany, I am a certified method expert as to the application of the federal standard \"Föderales Informationsmanagement\"(FIM). FIM aims to standardize the design of public service descriptions, business processes and data fields at the federal level, federate state level and municipal level, in order to facilitate the digitalization of public services and their re-use across all three levels of the German public administration. I have a proven track record of having successfully provided IT Consulting and system integration services for major German public sector clients, such as federal ministries and federal government agencies („Bundesebene“) as well as governments at the federate state level („Länderebene“). In addition to my project work, I support the German public sector digitalization expert network \"Kompetenznetzwerk Digitale Verwaltung“ (NEGZ) as a voluntary member, for instance in the working groups regarding the use of Low-Code/No-Code technologies and the use of Design Thinking.
