ABOUT RALUCA TOMA
I’m Raluca Toma, a communications and capacity-building specialist working at the intersection of EU urban and regional policy, cooperation and practice. I help cities, programmes and institutions turn EU policy goals into concrete plans they can put into action by bringing structure, guiding discussions clearly, and designing learning that’s practical and easy to use.At the European Urban Initiative, I work as an independent consultant and validated expert. I coordinate City-to-City Exchanges: supporting expert moderators, designing matchmaking that turns concrete requests into high-quality peer learning, and facilitating sessions that help cities move from intent to action. I also contribute to defining and monitoring EUI’s value chain, and I design, moderate and speak at capacity-building events; most recently helping Lithuanian cities improve SUD implementation (Panevėžys, October 2025).As a recently validated URBACT lead and ad-hoc expert, I help cities transfer good practices and shape integrated strategies. My focus is on practical sequencing: aligning governance, resources and delivery so teams can collaborate better, test solutions, and adapt quickly. The goal is simple: get from strategy to projects that change how a city, neighbourhood, service or partnership actually works.Earlier, with European Urban Initiative I contributed to the set-up and delivery of the portfolio of capacity-building activities for EU cities. With Interreg Europe and the Policy Learning Platform, I facilitated knowledge sharing for regions and cities, connecting policy teams to peers and methods they could reuse at home. I began in 2010 in Bucharest as a PR officer in cultural diplomacy, then built an international communications path across events, digital strategy and campaigns. That mix of policy, collaboration and practical communication shapes how I work and keeps a strong cross-border spirit in everything I do.I bring structure, vision and practical outcomes; I design spaces where people feel guided, heard and ready to act. Romanian and French national, based in Lille, I work in English, French and Romanian. Open to permanent leadership roles and consulting aligned with the above.
