Selected experience includes: Development of an Economic Appraisal Toolkit for a TOC to undertake full TAG compliant cost benefit analysis designed to interface with existing industry tools and internally developed models. The purpose of the toolkit was to enable the TOC to enhance their in-house capability in economic appraisal and business case development. Technical lead on a number of business cases and feasibility studies in Ireland between 2020 and 2023 including the development of the Economic and Financial Case for the Programme Business Case for the €2bn Dublin Area Rapid Transit extension (DART+) for Iarnród Éireann and the development of the SAR and PBC for the Station Accessibility Programme. The development of the business case and franchise procurement for the £5bn Wales and Borders Franchise for TfW. Involved in the project from the initial concept of the vertically integrated Core Valley Lines transformation in 2014 through to the contract award for the full franchise in 2018. Undertaken a diverse range of roles for rail franchise procurements across a number of clients. Roles encompassed financial/cost modelling, business case development and appraisal, bid evaluation and independent assurance. Franchises include Scotrail (2021), West Coast Partnership (2019), East Midlands (2019), West Coast (2017), Great Western (20••••15), West Midlands (2014-15), Northern (2015), TransPennine Express (2015) and TSGN (2014). Business case advisor for the Transport Systems Catapult and Connected Places Catapult. This involved working with a range of stakeholders including SME\'s and operators to develop the rationale for investment and commercial viability of a number of emerging technologies and innovative solutions.
