   Purpose of UNDP’s Competency Framework Project is to provide technical and professional support to Ethiopia’s Federal Civil Service Commission (FCSC) in developing and implementing a competency-based Human Resource Management System across government institutions in Ethiopia. It is expected to contribute to the overall goal of making Ethiopian government institutions more capable and responsive in providing services to the citizens. As a Team Leader, I discharged following responsibilities;TEAM MANAGEMENT RESPONSIBILITIES:1) Managed and coordinated the work of 3 Experts.2) Developed overall workplans (OWP), with clear timelines, resource allocations and budgets. 3) Supported development of Inception report, Progress reports, and mission reports.4) Ensured the provision of timely, relevant, and high-quality inputs.TECHNICAL RESPONSIBILITIES:1) Provided review report relating to new competency-based assessment tools and certification systems, to allow the HR competency framework to be operated and maintained efficiently and effectively.2) Prepared competency framework development guidelines and provided training to the civil servants from Ministry of Education (MoE), Ministry of Health (MoH), Ministry of Agriculture (MoA) and Federal Civil Service Commission (FCSC) to develop their respective institution’s competency framework, and to support and assure the quality while they prepare the technical competency framework.3) Monitored piloting of behavioural and technical competency-based assessment and certification process, including development of behavioural and technical competency-based question-bank, development of competency assessment tools and certification system, and design and delivery of training programmes for bridging the competency gaps;4) Design and development of an initial document on how to make the civil servant competency assessment and certification center, supported by software application and information technology.
