Kulkarni received the BE degree in Electronics and Communication Engineering from Karnatak University in 1979, MTech degree in Electrical Engineering from IIT Madras in 1982, and PhD from IIT Kharagpur in 1998. He joined Hybrid Microcircuits (HMC) division of Bharat Electronics Ltd,(BEL) Bangalore in 1982, and since then he has been engaged in the design and development of Surface Acoustic Wave (SAW) devices. In September 2014 Dr. Kulkarni joined PES University, Bangalore, as a Distinguished Professor in the Department of Electronics & Communication Engineering. While serving in BEL, Dr. Kulkarni won BEL R&D Excellence Awards in 1989 and 2011, for development of SAW filters for TV receivers and signal conditioner HMCs for missile telemetry. In November 2013 he won Raksha-Mantri Award for development of electronic modules for missiles. Dr. Kulkarni has obtained two patents on SAW devices and has authored more than eighty-five papers in the field of SAW devices, signal processing, and mathematics. He is the inventor of “Kulkarni windows” as well as several signal processing windows. Dr Kulkarni has conducted SAW filter design workshops at ISRO, Bengaluru and at BEL Bengaluru
