About Rachel Oconnor Cook

I am a detail-oriented and outcomes-driven professional with extensive non-profit and government experience and an obsession with making data actionable. Focused and efficient, I\'m at my happiest exploring, analyzing, and sharing data to help social service programs operate effectively with client-focused care.I worked in Nashville’s Homeless Management Information System (HMIS) for over seven years, from end user to HMIS Administrator and manager of the HMIS team for the Nashville-Davidson County Continuum of Care (TN-504). During this time, I collaborated with and led 40+ non-profit and governmental groups to advance the functionality of the CoC\'s data collection and reporting processes. Today, I work with Community Solutions’ Built for Zero program as a data coach, supporting data leads in CoCs across the country to strengthen their by-name data and end homelessness in their communities. After earning a BA in Sociology from Pepperdine University, I received Master\'s degree in Social Work from the University of Tennessee Nashville campus with a macro-level concentration. My coursework focused primarily on leadership, program management, program evaluation, policy development, and cultural competency, as well as direct services with diverse populations. Prior to honing my interests and skills in data management and reporting, I held roles in a range of homelessness services agencies including Day Center, Transitional Shelter, Emergency Shelter, and DV Shelter settings. These experiences provided invaluable insight and lit the path for my growing interest in how quality and digestible data is vital for effective social services.
