Rachel is a seasoned expert with 20 years in strategic engagement and program management. Her experience includes managing outreach and communications for water, wastewater, stormwater, transportation, and solid waste projects. Most recently, she spent eight years managing community engagement work at a leading water and wastewater utility. She has built expertise in applying community-based social marketing (behavior change) principles to customer programs and helped champion efforts to improve program equity, efficacy, and affordability. Her skills include community outreach campaign planning, audience research, inter-agency and stakeholder coordination, facilitating strategic workshops and meetings, strategic planning, navigating regulatory and policy challenges, conference and event planning, designing effective presentations and public speaking, building student-led education programs, and procuring grant and donor-based program funds. Rachel is also a mother of two, RYT 200 yoga instructor, and avid hiking, cycling, and paddle boarding enthusiast.
