About Rachel Cintron
I am an International Development Professional who believes in empowering people and communities to help foster their well-being. A Foreign Service Officer at USAID with over 24 years of development experience, I am currently the Director of the Strategy, Budget, and Program Office in the Latin America and Caribbean Bureau (LAC) at USAID Headquarters, where I oversee USAID\'s annual budget of over $1B to the region, and serve as the Bureau\'s co-lead for hemispheric migration. Prior to that assignment I was Director of the Health Office for USAID/Ethiopia, overseeing an annual budget of over $160 million, and a team of 54 people. My background is in public health (including health systems, nutrition, infectious diseases, GHSA, MCH, RH/FP, WASH) and international economic development (including macro and micro-economic market development). Particular strengths include leading and developing teams, multi-sectoral coordination, donor coordination, developing partnerships, policy development, and strategic planning and budgeting. I pick up languages quickly and currently speak English, French, Spanish, some Bahasa Indonesia, and basic Amharic. I have also spoken Swahili, Vietnamese and Worodougou (Djoula) for former assignments. I have served with USAID in Washington, D.C, Zambia, Kenya, Uganda, Indonesia, Ghana (serving the greater francophone West Africa region and Cameroon)and Ethiopia, and am an RPCV (Côte d\'Ivoire).
