ABOUT RACHAEL FLEURENCE

Health economist advancing evidence generation through generative AI, HEOR, and learning health networks. My work spans public health and policy—from leading national Hepatitis C elimination strategy at the White House and NIH to developing frameworks for trustworthy AI in health research. I’m passionate about bridging technology, evidence, and collaboration to improve outcomes for patients and populations.I am a health economist working at the intersection of generative AI, health economics and outcomes research (HEOR), and public health, dedicated to transforming how we generate and apply evidence in healthcare. My current work focuses on integrating generative AI into evidence synthesis, health economic modeling, and learning health networks, to make decision-making more timely, rigorous, and equitable.My foundation in public health and evidence generation was shaped through leadership roles at the Patient-Centered Outcomes Research Institute (PCORI), the National Evaluation System for Health Technology (NESTcc), and the National Institutes of Health (NIH), where I directed large-scale initiatives to advance real-world evidence in regulatory and policy contexts. At the White House, I served as Senior Policy Advisor leading development of the national strategy for Hepatitis C elimination, aligning innovation, public health, and access goals. These experiences continue to ground my work in scientific integrity, equity, and public value.As a member of the ISPOR Working Group on Generative AI and the ISPOR HSPC, I have led multiple publications including Generative Artificial Intelligence for Health Technology Assessment: Opportunities, Challenges, and Policy Considerations, and the ELEVATE-GenAI framework, which provides structured guidance for evaluating and reporting large language model–assisted research in HEOR.I also advise several national Learning Health Networks—including ImproveCareNow, SAFARI (food allergy), and the Bipolar Action Network—on integrating AI, evidence frameworks, and sustainability strategies to accelerate real-world impact.I am passionate about building trustworthy, practical AI solutions that bridge technology, evidence, and public health to improve outcomes for patients and populations.
