ABOUT R. SCOTT BELL
Mr. Bell’s Federal financial management career spans more than 25 twenty years and includes experience in both the public and private sectors. Scott is currently a senior staff accountant in the Department of the Treasury\'s Office of the Fiscal Assistant Secretary. Among his duties are the development, implementation and dissemination of policies, regulations, and standards, affecting all aspects of the federal government\'s accounting, reporting and financial management. In a related capacity, he serves as Treasury’s voting member on the Federal Accounting Standards Advisory Board (FASAB) and aids in the preparation of the Governmentwide Consolidated Financial Report. Scott has also held positions with the U.S. Department of Health and Human Services, the Office of Federal Financial Management (OFFM) of the Office of Management and Budget (OMB), and the Small Business Administration (SBA). Scott has also worked as a principal consultant with IBM Business Consulting Services, where he provided federal financial management consulting services on such topics as performance and accountability reporting, cost allocation, and budget and performance integration to several Federal organizations, including the U.S. Department of Housing and Urban Development (HUD), the Federal Deposit Insurance Corporation (FDIC), and the National Science Foundation (NSF). Scott, a Certified Government Financial Manager (CGFM), has served the Association of Government Accountants (AGA) as the Washington, DC Chapter President, Regional Vice President, and Senior Vice President; and also on the Finance and Budget and Governance Committees. He received AGA’s National Emerging Leader Award in 2007, the National Chapter Service Award in 2012, and the National Educator Award in 2017.
