Located in the US Army Comptroller Division of the US Army Installation Management Command; responsible for budgetary and financial management operations necessary to support plans, programs and activities; provides management oversight and guidance to budget formulation and execution for 80 US Army Installations.Contributes to formulating the $13B budget; preparing detailed analysis and estimates of annual funding requirements; determines funding requirements; gathers, compares, and correlates information about past, current, and future programs with projected costs.Reprograms AFP and allotments based on changing requirements; analyzes requests to allocate allotment and provides recommendations for allotment use.Contributes to executing the $13B budget by distributing quarterly and annual allotments and sub-allotments via General Fund Enterprise Business Systems (GFEBS).Manages quarterly and special allotment requests and distribution and monitors execution rates of 80 Installations against obligation plans. Develops and implements procedures and directives concerning budget and financial management; issued budget and fiscal guidance; coordinates budget actions; prepares and presents budget analysis and reports; trains fund managers in financial principles, techniques, and responsibilities of managing federal funds.
