As Massachusetts Director of Federal Funds & Infrastructure, Palfrey leads a whole-of-government effort by the Healey-Driscoll Administration to leverage the historic investments of the Inflation Reduction Act, Bipartisan Infrastructure Law, and the Chips & Science Act. Pursuant to Executive Order 624, Palfrey serves as Governor Healey’s principal advisor on federal funds and infrastructure, reporting directly to the Governor, leading the federal funds and infrastructure office within the Executive Office of Administration & Finance, and chairing the advisory council on federal funding and infrastructure. Since Governor Healey came into office, the Healey-Driscoll administration has secured more than $6 billion in federal funding from the IRA, BIL, and CHIPS, including funding to help replace the Cape Cod bridges ($1.7 billion); reconnect communities and enhance regional mobility through the Allston I-90 multimodal project ($335M); further train corridor improvements between Springfield and Worcester ($108M); expand access to solar power for low-income and disadvantaged communities ($156M); rehabilitate Leonard’s Wharf in New Bedford ($24M); better enable school districts to electrify their buses ($33M); increase high-speed internet access and digital equity ($147M); remove lead from drinking water ($50M); and many other important projects.

ABOUT QUENTIN PALFREY

Lawyer and public policy professional with extensive experience in state and federal government, non-profit management, campaigns, and the private sector. Under President Obama, Palfrey was Senior Advisor for Jobs & Competitiveness in the White House Office of Science & Technology Policy, as well as Deputy General Counsel for Strategic Initiatives in the US Department of Commerce. On Day One of the Biden Administration, Palfrey served as Acting General Counsel of the U.S. Department of Commerce, managing a team of several hundred lawyers in a department with over employees. Palfrey also has extensive experience in Massachusetts state government. He was the first Chief of the Health Care Division in the Massachusetts Attorney General’s office when Massachusetts was implementing its landmark health reform law. He also served as Senior Counsel to the Transportation Secretary for Policy & Operations. Under Governor Healey, Palfrey serves as Massachusetts\' Director of Federal Funds & Infrastructure, leading the Healey-Driscoll administration\'s efforts to leverage funding from the Inflation Reduction Act, the Bipartisan Infrastructure Law, and the Chips & Science Law. Palfrey also serves as the Chair of Governor Healey\'s Discovery, Research and Innovation for a Vibrant Economy (DRIVE) Initiative to grow Massachusetts’s world-renowned research and innovation economy and create thousands of new jobs.Palfrey is an experienced lawyer who graduated from Harvard College in 1996 and from Harvard Law School in 2002.
