ABOUT QAIS ROSHAN

With over a decade of experience in government, I have worked at the intersection of technology, foreign policy, and strategic competition. I bring extensive government experience, including in senior roles with the House Foreign Affairs Committee (HFAC), the committee of jurisdiction over export controls, and the Bureau of Industry and Security (BIS), the agency responsible for its implementation, amid significant interest in export control measures, artificial intelligence (AI), and strategic competition.As Senior Manager of Government Affairs at Tokyo Electron, I play a key role in the company’s Washington, D.C. engagement during a period of growing focus on the semiconductor industry. In this capacity, I work to ensure TEL’s strategic interests are represented in relevant policy and legislative discussions. Tokyo Electron’s semiconductor manufacturing equipment produces the advanced chips that power the technologies that are at the forefront of conversations around critical and emerging technologies such as AI, autonomous driving, and quantum computing.During my time on Capitol Hill, I served as a senior advisor for multiple Members of Congress and HFAC. My work at the staff level focused on advancing critical national security priorities—from drafting and advancing the legislation that established the Foreign Malign Influence Center (FMIC), the U.S. government’s hub for countering foreign influence and disinformation campaigns, to spearheading bipartisan initiatives, such as the Ukraine Invasion War Crimes Deterrence and Accountability Act, in response to Russia’s full-scale invasion of Ukraine as HFAC\'s lead staffer on war crimes policy, among other accomplishments.Now in the private sector, I draw on the rare combination of legislative and agency experience—having worked at both HFAC and BIS—to inform industry and government discussions on global trade policy, international regulations, innovation, and global security.
