The true value and relevance of any public plan, which is intended to embody citizen aspirations, are fundamentally determined by its realization, measured across key criteria: expenditure alignment, activity relevance, scheme utility, and overall value for public money. The Gram Panchayat Development Plan (GPDP), created through the People’s Plan Campaign (PPC), currently serves as the most comprehensive framework designed to integrate both individual needs and collective societal demands. Monitoring the realization of the GPDP is mandated to specialized forums: the Gram Panchayat Coordination Committee (GPCC) and the Block Level Coordination Committee (BLCC) at their respective levels. The efficacy of these forums is judged not merely by their formal constitution and scheduled meetings, but critically by their functional relevance, effectiveness in execution, and level of community participation. I have been granted the opportunity to assess the efficacy of these critical government platforms under the technical guidance of the Local Governance vertical of Transform Rural India (TRI), Jharkhand.
