About Cleo Subido
Cleo has worked in Public Safety for 33 years starting as an Emergency 911 dispatcher for the Seattle Police Department. She spent 13 years with the police department. She was promoted and left SPD as their Training Supervisor. Prior to her employment at the police department she attended Nursing School at Seattle University and it was during that time she became interested in emergency medicine especially as it relates to interacting with multi-cultural communities and persons with limited English proficiency. In 2002, Cleo accepted a position at Public Health Seattle & King County as their Emergency Medical Dispatch Program Administrator. For eighteen years she held the position of King County Emergency Medical Services Program Administrator and was focused on issues of public health equity and social justice as related to EMS, 911 and public safety response. During her tenure as the EMS Program Administrator, Cleo managed the Emergency Medical Triage program developed by Public Health Seattle & King County, Criteria Based Dispatch, which was used in many parts of the USA and internationally. She also contracted as a subject matter expert in public safety litigation nationwide. She left King County in 2019 accepting a position with District of Columbia government. From 20••••22, Cleo worked in the communications center in the District of Columbia and in March of 2022, Cleo left her position as Interim Director of the Office of Unified Communications in Washington DC government and happily accepted a position with the District of Columbia Fire & EMS Department as Bureau Chief, Emergency Communications. She is looking forward to using her leadership, management, Public safety, EMS, communication and collaboration skills working with other leaders in the Fire Department, our beloved community and safety advocates to preserve life and promote health and safety.
