About Phillip Simulis

Most organizations treating AI as a strategy problem actually have an execution problem.They\'ve sat through the briefings. They\'ve approved the roadmaps. The strategy exists. What doesn\'t exist is a system that runs in production, holds up under compliance scrutiny, and actually changes how work gets done.That\'s the gap I\'ve spent my career closing.I\'m the founder of Simtelligent, an AI and automation firm that designs and builds systems for federal contractors and commercial enterprises — organizations where accuracy, security, and operational continuity aren\'t optional. On the federal side: I spent six years embedded at the Department of Veterans Affairs as an enterprise cloud architect — building production systems on Azure, writing ATO evidence packages, tracking and remediating vulnerabilities, and working directly alongside federal security teams. I didn\'t consult on compliance. I lived inside it. That experience shapes everything we build for federal clients today, from AI strategy that survives proposal evaluation to automation that holds up under ATO review. On the commercial side: Before federal work, I spent years building mobile applications, workflow systems, medical device firmware, and web platforms across commercial startups. I\'ve been architecting and shipping software for over two decades. I didn\'t run the playbook. I wrote a different one. The commercial problems we solve at Simtelligent — eliminating manual processing overhead, replacing spreadsheet-based workflows with live systems, coordinating teams to deliver results that exceed expectations — come from looking at a problem differently than everyone else in the room, and then building the solution that settles the argument. What I\'ve learned across both: The organizations that get the most from AI aren\'t the ones with the biggest budgets or the most ambitious roadmaps. They\'re the ones that treat AI as an engineering problem, not a positioning exercise. That\'s how we approach every engagement. If you\'re building AI capability that needs to hold up — in a proposal, in a compliance review, or in daily operations — I\'m easy to reach.simtelligent.com | s••••••••@simtelligent.com

Experience

  1. CEO & Founder

    Simtelligent

Oct 2015 — Present · Reston, VA, US

Responsible for leading Simtelligent\'s strategy and delivery, focused on helping federal contractors and agencies adopt AI, automation, and modern cloud solutions.I spent 6 years leading Azure cloud architecture, application development, and cybersecurity compliance work at the Department of Veterans Affairs. Personally architected cloud solutions, built APIs and automated workflows using Azure MicroServices, and led ATO compliance efforts including vulnerability tracking, remediation, and evidence gathering. Worked directly with VA security teams to maintain ATO across multiple contracts. Key in developing requirements for modernizing the VA\'s enterprise Technical Reference Model.Earlier in Simtelligent\'s history, I led technical delivery across multiple commercial engagements; architecting and building a mobile app that replaced legacy PC kiosks, designing workflow automation systems for request approval processes, developing firmware and cloud interfaces for a medical device startup, and building a web platform for administering educational assessments. Now I am focused on helping small and mid-size federal contractors integrate AI and automation into their operations and proposals. Serving as a fractional AI resource for GovCon firms that need the capability to compete but aren\'t ready for a full-time hire.
