Price Finley is a partner in Bricker Graydon’s Public Finance group. Price has over 30 years of experience in public finance, with emphasis on project and economic development finance. He has substantial experience in tax increment finance (TIF), having created TIF districts, structured TIF financing arrangements, and contributed to the writing of Ohio’s TIF statute. He also has created, structured and served as bond counsel, underwriter’s counsel and general counsel for Ohio’s new community authority financings (also known as community development authorities - CDA). He has structured TIF and special assessment financings, working with developers, local governments, and investment bankers. In addition, Price’s practice includes representation of developers and local communities in tax incentive arrangements, including community reinvestment areas (CRA), enterprise zones (EZ), and job creation tax credits (JCTC). Price has also created joint economic development districts and zones (JEDD and JEDZ), special improvement districts (SIDs), and he has represented port authorities across Ohio.
