ABOUT PRASENJEET NAVGIRE
Wildlife policy and environmental governance specialist with 20+ years of experience supporting governments in the implementation of Multilateral Environmental Agreements (MEAs), wildlife trade regulation, and enforcement systems. My work integrates legislative reform, treaty compliance, intergovernmental coordination, and evidence-based decision-making to strengthen national and international conservation outcomes.I have provided sustained technical and policy advisory support to the Government of India on implementation of CITES and other MEAs, including drafting national positions, negotiation briefs, and interventions for Conferences of the Parties, Standing Committees, and United Nations forums. My contributions include drafting legislative amendments to the Wild Life (Protection) Act, 1972, contributing to the establishment of the CITES Cell within the Ministry of Environment, Forest and Climate Change, advising on trade compliance and permitting systems, coordination with the Directorate General of Foreign Trade and Central Zoo Authority, and supporting scientific processes such as Non-Detriment Findings, annual reporting, and policy interpretation.At the intergovernmental level, I served with the Global Tiger Forum, coordinating with all 13 Tiger Range Countries to develop and harmonize National Tiger Action Plans and monitor implementation of the Global Tiger Recovery Programme in partnership with the World Bank. I compiled the consolidated publication Action Tiger, facilitating regional cooperation and strategic planning across member governments from all Tiger Range Countries.Earlier in my career, I led wildlife crime intelligence, enforcement monitoring, and capacity-building initiatives with the Wildlife Trust of India, supporting seizures, prosecutions, and cross-border enforcement coordination, while developing national wildlife crime and elephant mortality databases that informed national policy and international trade deliberations.My core competencies include treaty implementation, policy drafting, legislative support, inter-agency coordination, trade regulation, compliance systems, capacity building, and stakeholder engagement.
