About Portia Gilman
My role includes data analysis primarily in SAS, contribution to FERC referrals and other internal and external communications, and interfacing with market participants. My team is tasked with evaluating bidding behavior, market operation, and ensuring compliance with the ISO-NE tariff as it pertains to competitive price formation in the wholesale electricity markets. As the independent system operator for the transmission of electricity across Maine, New Hampshire, Vermont, Massachusetts, Connecticut and Rhode Island, ISO-NE is also the clearinghouse for the day-ahead and real-time wholesale energy and ancillary services markets as well as the forward capacity market. I have gained professional work experience in the field of economics through internship roles in public policy, events logistics, and journalism. My internship and work experiences have complemented my formal education in economics at Hillsdale College and Montana State University. Through these combined experiences I have gained fundamental analytic skills as well as broad insight into the history of economic thought and the impact of economic ideas on human welfare. Past research and publication topics have focused on labor and wage markets, state-level fiscal policy, and natural resources and energy markets. In my master\'s thesis,\"Employment Effects of Prevailing Wage Laws,\" I estimate causal effects of prevailing wage laws on employment in the construction industry.
