ABOUT PHAL PISAL
Pisal PHAL (Cambodia) holds a Master in Public International Law, Lyon-France. His dissertation, titled “The Delimitation of Continental Shelf between Cambodia, Thailand and Vietnam in the Thailand Gulf”, was awarded with honours (17/20). At the present, he is conducting a PhD research at the University Lyon 3. His Ph.D paper is related to the issue of Historic Titles and Historic Rights in Maritime Delimitation.Additionally, he attended several conferences and training programmes, such as the Summer Courses of The Hague Academy of International Law (The Hague-2013), the External Programme of The Hague Academy of International Law (Gujarat-India, 2013), the 8th IFLOS Summer Academy at ITLOS (Hamburg, 2014), the Summer Program of Marco Polo-ZHENG HE Academy of International Oceans Law and Policy (Shanghai, China 2015) and the Yeosu Academy of the Law of the Sea (Yeosu, Korea 2015).Furthermore, he was a legal intern at International Tribunal for the Law of the Sea (ITLOS), from January to March 2014. During the internship, he was given many tasks including his paper on the subject of “Asian States Practices on Maritime delimitation”. Recently, he was a Fellow at ITLOS Capacity-Building and Training Programme on Dispute Settlement under UNCLOS, He have presented before all the ITLOS judges, the Registrar, as well as the legal officer his paper regarding “Historic Titles and Historic Rights in Maritime Delimitation”.
