ABOUT PHOEBE LEACH
Phoebe is programme director of the MoJ\'s Estates Delivery Partner programme. Phoebe is responsible for the delivery of the EDP programme, which involves four major sub-programmes focused on improving the prison estate across England. 20••••20 -Housing and regeneration London and South West Sector Lead 2016 – 2019 - Project Director Education Sector London and South West Project director responsible for successful delivery of £250m of primary and secondary education capital works projects. Responsible for delivering multiple projects under the Free Schools Programme. Core responsibilities included contributing to and implementing the sub-sector business plan, achieving commercial targets and profitability of projects. Winning work through bids and negotiated fees including repeat work. Inputting into the development and implementation of organisational change introduced under a national framework to increase efficiency, service quality and profitability and client relationship management. Prior to 2016 Phoebe led a variety of education projects and programmes across the full project lifecycle. Leading teams to successfully deliver complex schemes with challenging stakeholders.
