Plans, coordinates and manages all on-site UXO subcontractor personnel conducting target removal and replacement, MPPEH removal, inspection, segregation, transport and demilitarization; implements company Ordnance and Explosives (OE) program in compliance with all Federal, Department of the Navy (DoN), state and local statutes; ensures compliance with the statement of work (SOW), Occupational Safety and Health Administration (OSHA) guidelines for OE operations. Performs risk-hazard analysis, develop job safety analysis (JSA’s) for range clearance and MPPEH processing activities.Manages Range Holding Area (RHA) and processing area operations, MPPEH management, inspection and certification as Material Determined as Safe (MDAS) for release from DoN custody with an emphasis on safety and quality. Develops and publishes work instructions and standard operating procedures (SOP) for UXO operations. Oversees and maintains the Ammunition and Explosives Qualification and Certification Program for on-site UXO subcontractor personnel in accordance with DoN policies and guidelines.
