The Land Resource Management Program (LRM) at NHDES consists of the Wetlands Bureau, the Alteration of Terrain Bureau, and the Subsurface Systems Bureau. These bureaus implement regulations for land development to protect water quality and aquatic habitats. The LRM Program has 60 staff and a combined budget of $14 million. Excellent customer service is a top priority. Over the course of a year, LRM staff:• Respond to > phone calls • Process approximately applications • Provide approximately 500 pre-application meetings • Process approximately 250 complaints of alleged violations • Award approximately $3 million in restoration or conservation grants I am privileged to lead the talented LRM team of permitting specialists, compliance specialists, field inspectors, and aquatic scientists. My role is to set priorities, make decisions on permitting and enforcement actions, establish internal procedures for consistency, manage finances, and advance process improvements, such as the transition to e-permitting. I also serve on the Leadership Team for the NHDES Water Division (220 staff), present rulemaking proposals to the Water Council and Wetlands Council, and provide testimony on bills before the Legislature.
